Fuel injection guru?

OK Im sure you guys are all pretty sick of hearing about this damned
Rabbit that will plague my life for an eternity because I refuse to give
up.  So I was wondering if anyone here is really knowledgeable and
wouldnt mind answering my questions.  I could then mail them directly and
save the rest of you the problem of deleteing my crap.

But while Im here, I have disconnected the return line in hopes of
checking if it was clogged but I dont get any gas out of the fuel
distributor to the line.  I tried with the plate up and down, nothing. 
Is this telling me I have low pressure? something clogged?  The control
pressure regulator and frequency valve (thanks for the explanation, makes
perfect sense) do get gas, as well as all the injectors.  But I get no
spray from them.  The lack of gas to the return line concerns me.  I
believe I have a good understanding of the complete system now after alot
of reading but I want to back up my thoughts/theorys with someone who
knows better and has experience.  For instance, how much gas usually
flows to the control pressure regulator?  And I am correct in assuming
the problem isnt with the pressure relief valve because I get gas to the
regulator?
