Mine is the same way on my '78 'Rocco.  When it was new, it definately was
faster.  My guess is it's the factory grease inside the motor all old and
hardened.  The relay that's in the circuit is for the intermittent setting
and is basically a timing circuit(at least through '79).  My first thing to
do would be to open the wiper motor assembly and clean and regrease it.  One
of my things to do... someday.
