Bad idea! If Bosch and/or VW intended it to be used that way, there wouldn't
be a relay there. But, there is and for a reason. I've replaced the relays on
a couple of my VW's, and if you don't find one in a salvage yard they aren't
cheap (about $17.00 to $38.00, if memory serves me). I've also done the wire
thing. I didn't find any difference in the way the car ran either way, this
being a 90 Jetta with digifant.  Problem is, if there's a wreck and a fuel
leak, the pump will flood things in raw fuel....not too safe. 
Also, if you ever have the key on the pump will run unnecessarily. 
Better to fix things right the first time and not have to worry about it
later on.
