     That is the flywheel/timing cover.  Yes, it should have a plastic 
     cover/cap on it.  Although, I had a dipshit mechanic who told me it 
     wasn't necessary.  But I pointed out the dropping a screw example.
     
     They are $2.00 at your local VW shop.

also..theres an open hole in my tranny directly below where the dist 
connects t the block..is this suppose to be open? what if something 
say like a screw fell down there?
