Fluctuating idle

Hello watercoolers:

About two weeks ago, I posted a question regarding the problems I have
encountered regarding my a/c in my '87 Scirocco 8V. To recap, when I drive
the car with the a/c on, and come to a stop, the idle drops and raises
continually until I begin to drive again. The idle stabilizer must have had
to kick in to prevent the car from stalling.

Now, the same thing occurred when I had the heat on. My friend said I need
to raise the amount of fuel in the air/fuel mix. Does this sound possible?
Why?

I haven't done this as it has been raining outside. Hate NJ.

Any help is truly appreciated.
