This may be way off but I was having simliar problems and it was my fuel pump.  
Only difference was that everytime I hit the break I heard this faint buzzing 
sound in the rear.

I still have RPM fluctuation between 700 and 1200 but it's not as frequent or 
pronounced as the earlier one with the bad fuel pump.
