I replaced those spring clamps without any special tool.
Here is how;  I put a screwdriver in each hole in each end of the camp
flat side down,  then pressing down on the screwdrivers I put in a screw 
long enough to hold the clamp open wider than usual, let go of the 
screwdrivers CAREFULLY,  then the clamp went on snug but not tight until I
knocked out the screw. Having someone with you makes this alot easier.

This probably was not a very safe method ; if that screw had come flying 
out...
Yep it was rough but it did work
