Voltage drop in rain. Is it normal?

Hi,

I own a 'rocco 8v, and while driving yesturday, I noticed a huge 
voltage drop (went down to 12v then 10v then 8v).

I do not have charging problems usually, only when it rains and 
drive in water.

Could it be the V-Belt slipping? if so, is there some stuff I can put 
on it?  Your advice is appreciated.
