Opinion here:

I think the 25mm front hollow will have the strength of a 22mm solid.
Aaaaand the weight of a 19mm, or just less.  That's what I would expect.  IF
I upgraded my front sway, this would be what I would get, because 22mm
strength would be the target and minimal weight always plays in.  

28mm hollow would have the strength of 25mm solid, and weight of just less.
I would probably avoid this, because I don't think the reduced weight would
make up for the reduced strength (that of a 25mm).
