In theory drilling both the upper and lower should not impair its
function, but with the effects of the impeller there is some
uncertainty in my mind.  I will say this however.  In over 20 VW H20
antifreeze/thermostat changes I only had the 'air bubble' instance ONE
time when I agreed and let my local VW shop do it for me...????  Maybe
I am lucky, as I really have no magic technique when filling it.

You should be able to replace the ball fitting/thermostat carrier with
an aluminum one from an early model VW.
