I assume you have the water cooled oil cooler above your oil filter. 
If this is the case, and the heater core gets clogged at all, water 
will go through the oil cooler more easily than the heater core, 
hence the poor circulation...
     Always check the basics before diving into heater core 
replacement, such as the heater valve, collapsed hoses on the suction 
side of the water pump...
