Tag on block?

I have seen a yellow tag on a 83 GTi motor and now a 91 Corrado G60 
motor.  The tag is right on the front of the block and says 
"Volkswagen Refurbished".  THe tag is yellow with black text.  What 
does this mean?  Does it mean the engine has been rebuild by VW or 
what? 

 I'm just curious.
