     I had a similar problem, and it just turned out to be the V-belt was 
     too loose.

After seeing some power steering talk, I thought I might get some advice.
     
Is my rack bad or is it the pump?
     
When I turn the steering wheel as the car is at rest (parking-lot), I get a 
series of "bumps/belt squeals".  These feel just like you have the wheel turned 
all the way... locked one way or the other.  If I "force it" it will turn past 
these "bumps".  When the car is rolling and or the engine is spinning a little, 
there is little to no problem.
     
There is the proper amount of fluid in the reservoir, and the belt is as tight 
as tight gets.
     
So, is my rack bad or is it the pump?
