Lost power steering

Has anyone had a problem with their powersteering in the Scirocco.  My 
power steering will leak a bottle of fluid in 3 minutes.  I know it is 
not the pump because it is leaking where the rack is.  Could it be a seal 
that can be fixed or do I need to replace the rack?  Does anyone know how 
much they cost.  The pump makes a whining noise when I turn the wheel. 
Any help will be greatly appreciated.
