Perma-plate protection???

Hello 

I own a 1985 Scirocco Wolfsburg Edition and on the rear drivers side 
window there is a sticker that says "Perma-Plate Security System".
I have noticed on some of the A2 Jettas at the dealership that they have 
these same stickers.  I am curious what this sticker means and what kind 
of security it has, or is it just a sticker to scare theives.  Thank you
