If I remember right from my trips to the Fatherland they run with
the city lights on along with the park lights. So, if you want to be 
authentic it looks like seperate switch.

Of course, this is America so you're free to do whatever you
want with your lights!

Whatever turns you on, if you'll pardon the pun....
