'83 Scirocco Winter Car?

Hi,
  I posted a little while back seeking advice on a 'rocco for the winter. 
Since that time, my search has been in vain.  I found my first one today
that is in my price range.  In the Montreal paper, I found a 1983 that is 
supposedly very clean, in A-1 condition, and with four winter wheels and 
tires (don't know what kind of tires).  The owner is asking 1350$.  I 
have not seen the car yet so I cannot verify the condition it is actually 
in versus what the owner says it is in.  Is this a fair price for this 
car.  With a little negotiating I could probably drop it down to 1150$.  
What are this car's specs (Engine size, HP, displacement, or any other 
info relevant)
