in Tejas new plates do not come with the car, although we found it's good 
to get new plates.  When i sold my old pinto(pre VW Rock) a girl took it 
to Little Rock when she moved.  She kept getting parking tkts and they 
were being mailed to me.  Took about 2 weeks per tkt to get it 
straightened out.
