My 85 with A/C (not working) also operates this way.  As far as I 
know, this is normal.  I'll have to recheck the owners manual (which 
I still need to copy for Joan).

I also have a problem with not enough heat, so I have to check the 
valve too (still one more thing I need to do to my rock!).  I'm not 
convinced this is my problem.  If I'm cruising, the water temp goes 
way down and then goes way up (85%?) in traffic.  Even when the 
temp is way up, if I turn the fan on 3 or 4, the heated air cools off 
mighty quick.  If I leave the fan on 2, it usually puts out decent heat.  
I don't think it's the thermostat, as it heats up very quick in the 
morning.  It just runs too damn cool when cruising.  In traffic it 
seems to operate the way it should (this idea comes from what other 
list members have said in the past).  It's working good enough for 
now, I have more important things to concern myself with for the time 
being.  At least it doesn't get real cold in the Puget Sound  :=)
