Get Euro-spec lights.  Not to be confused with the very expensive "Euro
lights", these look the same as the stock ones, and fit in exactly the
same way; however, the light pattern is different (better).  You'll get a
nice sharp cutoff on the low beams, and different dispersion.  I have
Bosch ones, but you can get Hella, and you can also get a Hella copy made
in India that's supposedly similar quality.  Four lights, including H4 and
H1 bulbs, cost me $250 Cdn.  High power bulbs will fit (with relays), and
you can conceivably have over 450W coming out the front end of your
Scirocco.  Buh bye left lane hogs.....
